As a member of the Southeastern MA Health Group (SMHG), the Town offers Blue Cross Blue Shield of Massachusetts HMO and PPO health insurance plans. Open enrollment for health insurance in held in May for July 1st coverage. Normally, you can only be added to health insurance during open enrollment. Effective for plan year FY2016, the Affordable Care Act requires that employers provide a Summary of Coverage and Benefits (SBC) for each of its plans, to all eligible employees. Blue Cross Blue Shield of Massachusetts has chosen Express Scripts as your mail service pharmacy. You can order up to a 90-day supply for most long-term medications, which can save you time. You also can save money because you’ll have a smaller co-payment for most medications when you purchase them through the mail service pharmacy instead of a retail pharmacy.

CanaRx (not available after 7/1/18)
The Town of Mansfield is pleased to offer a new optional pharmacy program to employees, retirees and dependents called CanaRX. Please click here for and introduction letter, CanaRX. CanaRx is a pharmacy program that will be made available to all health insurance covered Town employees effective March 1, 2017. CanaRx was the first international prescription provider (IPP) to introduce and supply a public sector program in America.
This is an optional program which provides an alternative to Express Scripts and US pharmacies and allows employees to order prescriptions by mail from government-licensed physicians, pharmacists and pharmacies in Canada, the United Kingdom, Australia and New Zealand (Tier-1 countries as designated by Congress) to supply brand name medications, packaged and sealed by the original manufacturer, for direct delivery to all participants. All medications shipped by CanaRx are Tier-1 country safety certified for local distribution. No other sources are used.
Pharmacy drugs purchases through CanaRx are lower in price than if purchased in the United States, and are purchased for $0 co-pay.

Effective July 1, 2018 – The Town will offer one (1) dental plan through Altus Dental Insurance Company. In addition to the $1,000 annual maximum per participant, the plan includes a Preventive Rewards Program which covers first and second cleanings and exams, X-Rays, Flouride Treatments and Sealants, all outside of the annual maximum. Basic & Voluntary Life Insurance
The Town administers, through Boston Mutual Life Insurance Company, two group life insurance policies to it employees at the time of hire. They are the Basic Life Insurance Plan and the Voluntary Plan. The Basic plan provides a $4,000 Death Benefit and a $4,000 Accidental Death and Dismemberment Benefit. The Town pays 70% of the cost and the employee pays 30%. The Employee Life Option Plus (Permanent Life) Plan provides coverage up to $400,000 and is available at the employee’s expense. Flexible Spending Accounts (FSA)
The Town contracts with Cafeteria Plan Advisors (CPA) to manage its Flexible Spending Account program. CPA provides FSA services; including a web site and cell phone app to allow participants to manage FSA medical and dependent care dollars online, and a pre-paid FSA card to use when paying FSA eligible items.
FSA’s are a way for employees to set aside pretax dollars to pay for out of pocket medical/dental expenses, prescription drug co-pays and dependent care costs. Mansfield employees have the option of establishing a FSA through CPA. The FSA plan year is October 1st – September 30th. The open enrollment period for this benefit is the month of August/September. Benny cards are provided at no cost to the employee and are meant to be used like a credit card at the time of service instead of paying out of pocket and submitting receipts for reimbursement later on. Employee Assistance Program
The Town offers an Employee Assistance Program (EAP) through the Total Care EAP. The EAP offers assistance with personal issues affecting job performance and other areas of the employee’s life.
