Commissioner's decide policy for facility use; policy for the running of programs; they add or terminate programs (at the recommendation of the director); set program fees; scholarship amounts; assist w/the running of community programs (if they are available to volunteer - like the Halloween Parade, Craft show, Fishing Derby, Duck Race, etc.); meet w/residents concerning many problem and matters; approve and/or disapprove use of facilities; meet with new groups/people/leagues/etc that want to use a facility.
